How can e-government projects be shaped so that they fully fulfill their public service assignments?

The question of accessibility to online portals, to information, to its reading and understanding is a crucial issue for an inclusive and egalitarian e-government strategy. Although Switzerland has understood the importance of digitizing its services, it is still far from offering a universal e-government portal that is accessible to and serves the entire population. This portal must reflect the diversity of the Swiss population, and therefore its needs. There are many different needs.

It is a fact: the population is aging. This demographic trend poses countless challenges for an eGovernment strategy. How can we ensure that public services are easily accessible online, readable and understandable by a segment of the population that is not fully comfortable with digital technology?Should everything be digitized or should physical counters be maintained to meet the needs of seniors? Another example: the Swiss population is made up of several dozen nationalities. Among them are non-native speakers who do not speak one of the four national languages. The translation of public services into other languages would give them access to the services of the administrations.

And what about people with disabilities or those who simply do not have access to digital tools? Jura seems to have found the solution. Within its administrations and postal counters, the canton has deployed computer terminals where people who do not have a computer at home can access public services online.Due to the federalism, this solution is not deployed in all cantons. However, more synergies between the municipalities, the cantons and the Confederation would make it possible to energize and standardize e-government projects, with the consequence of offering equity to the population.
