But a useful, secure and inclusive e-government platform is not just about making documents available in digital form.An e-administration is a provider of data, services and information that takes into account the needs of the population as well as the businesses and other administrations with which it is in contact. These new paradigms require a change in culture and practice within administrations.
Like Zurich, several cantons have set up internal specialist services. The Zurich administration, for example, has created a specialized unit for open public data. Its mission is to ensure that the administration’s data is freely accessible and machine-readable.And to informthe practice within the different departments. Like an explorer, her job is to experiment with the use and reuse of data to obtain feedback and improve the administration’s functioning.
